Preview Page Article 1. The present Federal Law shall establish the peculiarities of the activity for the transition period on the territory of the Republic Crimea and on the territory of the city of federal significance, Sevastopol, of banks, non-banking financial institutions effectuating types of activity and analogous types of activity specified in Article 761 of the Federal Law of 10 July 2002, No. 86-ФЗ, “On the Central Bank of the Russian Federation (Bank of Russia)”, non-banking financial institutions effectuating remittances of monetary means without opening an account, currency exchange points registered and/or operating on the said territories, the peculiarities of State registration and receiving by the said subjects of licenses (or other types of authorizations, accreditations), inclusion thereof in the State register (or register), joining self-regulating organizations, termination by them of activity, peculiarities of the circulation of emission securities issued by emittents, peculiarities of the activity of other persons effectuating types of activity or analogous types of activity specified in Article 5 and 71 of the Federal Law of 7 August 2001, No. 115-ФЗ, “On Counteracting Legalization (or Laundering) of Revenues Received by Criminal Means and Financing of Terrorism”, the location of which is the said territories [as amended by Federal Law of 21 July 2014, No. 257-ФЗ]
William E. Butler, Emeritus Professor of Comparative Law in the University of London, attached to University College London, is the John Edward Fowler Distinguished Professor of Law at the Dickinson School of Law, Pennsylvania State University, and Founder and Director of The Vinogradoff Institute.
An authority on the legal systems of Russia and former Soviet nations, he is the author, co-author, editor or translator of more than 3,500 books and articles on Russian, Soviet, Kazakhstan, Ukrainian, Uzbekistan, and other Commonwealth of Independent States legal systems. He has acted as Counsel to the EBRD, European Union, World Bank, United Nations, and Department for International Development of the United Kingdom on individual law reform projects.
The recipient of numerous honors for his service to Russian and international law, Professor Butler is Academician of the National Academy of Sciences of Ukraine and the Russian Academy of Natural Sciences, Associate of the International Academy of Comparative Law, and Member of the Russian Academy of Legal Sciences. He has been elected to his fourth term as a member of the Russian International Court of Commercial Arbitration. In 2003 Professor Butler was awarded the G. I. Tunkin Medal by the Russian International Law Association.
