Preview Page The Supreme Rada of Ukraine, proceeding from the provisions of the Constitution of Ukraine, Declaration on State Sovereignty of Ukraine, and generally-recognized international norms and rules, declaring that the priorities of national interests of Ukraine are, in particular, guaranteeing the constitutional rights and freedoms of man and citizen, defense of State sovereignty, territorial integrity and inviolability of State boundaries, not allowing interference in internal affairs of Ukraine, development of equal mutually-advantageous relations with other States in the interests of Ukraine, stating that direct or indirect interference in internal and external affairs of Ukraine under any pretext is inadmissible, aware of the need for an urgent and effective reaction to existing and potential threats to national interests and national security of Ukraine, including hostile actions and armed attack of other States or non-State formations, causing of harm to human life and health, seizure of hostages, expropriation of ownership of the State and of natural and juridical persons, infliction of property losses and creation of obstacles to the stable economic development and fully-fledged exercise by citizens of rights and freedoms belonging thereto, has adopted the present Law:
Article 1. Sovereign Right of Ukraine to Defense
1. With a view to the defense of national interests, national security, sovereignty and territorial integrity of Ukraine, counteracting terrorist activity, and also prevention of a violation, restoration of violated rights, freedoms, and legal interests of citizens of Ukraine, society, and the State, special economic and other measures of limitation may be applied (hereinafter: sanctions).
William E. Butler, Emeritus Professor of Comparative Law in the University of London, attached to University College London, is the John Edward Fowler Distinguished Professor of Law at the Dickinson School of Law, Pennsylvania State University, and Founder and Director of The Vinogradoff Institute.
An authority on the legal systems of Russia and former Soviet nations, he is the author, co-author, editor or translator of more than 3,500 books and articles on Russian, Soviet, Kazakhstan, Ukrainian, Uzbekistan, and other Commonwealth of Independent States legal systems. He has acted as Counsel to the EBRD, European Union, World Bank, United Nations, and Department for International Development of the United Kingdom on individual law reform projects.
The recipient of numerous honors for his service to Russian and international law, Professor Butler is Academician of the National Academy of Sciences of Ukraine and the Russian Academy of Natural Sciences, Associate of the International Academy of Comparative Law, and Member of the Russian Academy of Legal Sciences. He has been elected to his fourth term as a member of the Russian International Court of Commercial Arbitration. In 2003 Professor Butler was awarded the G. I. Tunkin Medal by the Russian International Law Association.
