Preview Page The present Law is a special law which shall determine the peculiarities of the effectuation of economic activity on the temporarily occupied territory of Ukraine according to Article 13 of the Law of Ukraine “On Ensuring the Rights and Freedoms of Citizens and the Legal Regime on the Temporarily Occupied Territory of Ukraine”, create the free economic zone “Crimea” (hereinafter – FEZ “Crimea”), and regulate other aspects of legal relations between natural and juridical persons on the temporarily occupied territory or beyond the limits thereof.
SECTION I. FREE ECONOMIC ZONE “CRIMEA”
Article 1. Territory of Free Economic Zone “Crimea”
1.1. The FEZ “Crimea” shall be introduced within the limits of two administrative-territorial entities of Ukraine: the Autonomous Republic Crimea and the City of Sevastopol. 1.2. The administrative boundary between the territory of FEZ “Crimea” and another territory of Ukraine shall coincide with the land administrative boundary between the Autonomous Republic Crimea and Kherson Region. 1.3. The territory of FEZ “Crimea” shall not extend to the exclusive maritime economic zone of Ukraine determined as such according to norms of the 1982 United Nations Convention on the Law of the Sea and the Agreement for the Implementation of Part XI of the Convention of 10 December 1982, namely: to the territorial sea of Ukraine and contiguous zones, straits used for international navigation, continental shelf, high seas, regime of islands and international seabed area, and also airspace above the Crimean Peninsula, determined as such in accordance with the 1944 Convention on International Civil Aviation.
William E. Butler, Emeritus Professor of Comparative Law in the University of London, attached to University College London, is the John Edward Fowler Distinguished Professor of Law at the Dickinson School of Law, Pennsylvania State University, and Founder and Director of The Vinogradoff Institute.
An authority on the legal systems of Russia and former Soviet nations, he is the author, co-author, editor or translator of more than 3,500 books and articles on Russian, Soviet, Kazakhstan, Ukrainian, Uzbekistan, and other Commonwealth of Independent States legal systems. He has acted as Counsel to the EBRD, European Union, World Bank, United Nations, and Department for International Development of the United Kingdom on individual law reform projects.
The recipient of numerous honors for his service to Russian and international law, Professor Butler is Academician of the National Academy of Sciences of Ukraine and the Russian Academy of Natural Sciences, Associate of the International Academy of Comparative Law, and Member of the Russian Academy of Legal Sciences. He has been elected to his fourth term as a member of the Russian International Court of Commercial Arbitration. In 2003 Professor Butler was awarded the G. I. Tunkin Medal by the Russian International Law Association.
